Mod: SAR-One freee starting government v1.3

Description: Permits the player to unlock one government of their choice.

Notes: The mod generates an artifact which starts an event where you can pick a government of your choice. You don't switch to the new government, but can pick it in the Change Goverments screen when you want it.

• Make sure you have the Mods option enabled in the options menu.
