Mod: Bug Fix SAR - Planning Office v1.1

Description: Changes the bonus from the planning office to a global effect. The improv type is changes from colony unique to Player Wonder

Notes: This change is necessary as the office can't work as intended. A building on the core world can't change supply attrition of connected feeders.
