Mod: UP - GA - Flip Starbase Executive Order V1.5
Description: This mod adds two executive order, one for war times and one for peace times, that will allow you to flip a starbase found within your influence. Unlocked through tech, following Starbase Defense Grid.

- Make sure you have the Mods option enabled in the options menu.
