Mod: UP - MBC - Tech Pacing Slider V1.0

Description: This mod makes the Tech Speed slider at game creation much more potent. No changes when using the normal tech speed.

Notes:

• Thanks to Rectunator for pointing out how to do this proper
• To help out the AI, I'd recommend leaving Tech Trading enabled when using slower tech pacing.
• Make sure you have the Mods option enabled in the options menu.
